Office of the Deputy Commissioner, Bahawalpur invites sealed bids from reputable firms and vendors for the supply of Machinery & Equipment, various Items, Services, and Office Stationery for the financial year 2025–2026 under a framework contract.


Key Details

  1. The entire procurement process will be conducted in line with the Punjab Procurement Rules 2014, using the Single Stage – Two Envelope Bidding Procedure.

  2. Interested firms can download the tender documents free of cost from the Punjab PPRA website.

  3. Submission of Technical Bids:

    • Bidders must submit their complete, signed, and stamped Technical Bids online through the E-Pak Acquisition and Disposal System (EPADS) at www.punjab.eprocure.gov.pk

    • The deadline for submission is 15th July 2025, by 12:00 PM.

    • Bids will be opened the same day at 12:30 PM, according to PPRA Rules.

  4. Bidders are strongly advised not to wait until the last minute to upload their bids on the E-PADS portal. Uploading the bid on time is entirely the bidder’s responsibility. The Punjab Information Technology Board (PITB) will not be responsible for any technical issues.

  5. Vendors must be registered on the E-PADS Portal before submission. Registration can be done at www.punjab.eprocure.gov.pk

  6. Incomplete bids, unsigned or unstamped bids, late submissions, or submissions through any method other than the specified online portal will not be accepted.

  7. Bids must include valid Income Tax / Sales Tax Registration Certificates and all other documents mentioned in the tender documents.

  8. Bids that are incomplete, unsealed, with unsigned pages, without an affidavit, submitted late, or through any unauthorized mode will be rejected.

  9. Only the financial proposals of vendors/firms who meet the technical requirements will be opened. Qualified firms will be informed accordingly.

  10. The Procuring Agency reserves the right to accept or reject any or all bids at any stage before final acceptance without assigning any reason, as per Punjab Procurement Rules.

  11. All detailed terms and conditions are provided in the official tender/bidding documents.

  12. The rates offered by the firms/vendors shall remain valid for the entire financial year 2025–2026.

  13. Firms/vendors who are awarded the contract must submit a Performance Security equal to 10% of the total contract amount.

The Deputy Commissioner Office, Bahawalpur, reserves the right to reject any or all bids or proposals at any time before acceptance in line with Rule-35 of the Punjab Procurement Rules, 2014.
