E-Tender Notice

The Punjab Building Department invites electronic bids (E-Bids) from eligible engineering firms and contractors for the following schemes under the PPRA E-Tendering System, in accordance with the latest PPRA rules. All interested firms/contractors meeting the eligibility criteria are encouraged to participate.

Eligibility Criteria:

1. Contractors/Firms must have valid registration with the Pakistan Engineering Council (PEC) in the relevant category/code.

2. Contractors/Firms must be registered on the Punjab PPRA e-Procurement website (www.punjab.eproc.gov.pk). Guidance for registration is available on the website.

Bid Submission Requirements:

• A Call Deposit Receipt (CDR) of 5% of the estimated cost from any scheduled bank must be uploaded with the bid. The CDR should be in the name of Executive Engineer, Buildings Division Hafizabad.

• The original CDR must be submitted to the Tender Opening Committee half an hour before bid opening, otherwise the bid will be declared non-responsive.

• Bidders must upload complete financial bids, including rates against each DNIT/BOQ item, and fill out rate analysis/summary/sub-summary pages completely. Incomplete bids will be rejected.

Tender Opening:

• After submission, bidders may attend the office of the Superintending Engineer, Buildings Circle, Gujrat on 31st December 2025 at 11:00 AM, where bids will be retrieved and evaluated.

• The successful bidders will be announced at 11:30 AM in the presence of the Tender Opening Committee.

Important Notes:

• Any false information or fake CDR will lead to disqualification, and the case will be reported to PEC and PPRA for legal action.

• Performance Guarantee: The successful bidder must provide a 10% performance guarantee of the contract amount in the form of a CDR or bank guarantee within 15 days. Original documents must also be submitted to the Executive Engineer’s office. Failure to do so will result in cancellation of the tender and forfeiture of bid money.

• Grievances can be addressed to the Grievance Redressal Committee (GRC) as notified by the Government of Punjab.

• All bids must comply with PPRA rules and be submitted completely through the E-Tendering system (EPADs).
