The Chief Executive Officer (CEO) / Dean of Nawaz Sharif Institute of Cardiology (NSIC), Sargodha invites sealed bids from eligible and qualified bidders for the provision of Janitorial and Security Services for the financial year 2025–2028.

These services will cover the entire NSIC campus, including residential blocks, on a 24/7 basis (365 days a year, including Sundays and public holidays). The contract will be initially signed for one year, with the possibility of extension.

Bidders may submit separate bids for each lot/package. Details of the procurement packages, estimated costs, and bidding schedules are provided in the bidding documents.

How to Obtain Bidding Documents:

• A complete set of bidding documents, including terms, conditions, and the scope of services, can be downloaded from the PPRA website and EPADS portal.

• Response time for all submissions is calculated from the date of publication of the advertisement on the PPRA website.

Bid Security:

• Bidders must provide 2% of the estimated cost as bid security in the form of CDR, Demand Draft, Pay Order, or Bank Guarantee with 100% encashment warranty, confirmed by the issuing bank within three days of the claim.

• The bid security must have a minimum validity of 180 days and be issued by a scheduled bank in Pakistan in favor of CEO/Dean, NSIC, Sargodha.

• A copy of the bid security must be attached to the Technical Bid, and the original along with bank confirmation must be submitted to the NSIC office before technical bid opening.

• Conditional bank guarantees will not be accepted.

Bidding Procedure:

• The bidding will follow a Single Stage – Two Envelope Procedure under Rule 35(2)(e) of the Punjab Procurement Rules, 2014 (as amended).

• Technical evaluation will be conducted according to the criteria in the bidding documents, and only technically compliant bidders will be considered for financial evaluation.

Submission of E-Bids:

• Bids must be submitted through EPADS by 05-01-2026 at 11:00 AM.

• Bids will be opened on the same day at 11:30 AM, in the presence of bidders or their authorized representatives.

• Late submissions will not be entertained.

• If the submission or opening date falls on a public holiday, the next working day will be automatically considered the deadline.

Additional Information:

• Bidders requiring clarification or additional information may contact the procuring agency via EPADS at least 7 days before the submission deadline.

• All EPADS guidelines and PPRA Rules, 2014 (as amended) will be followed. In case of any conflict, PPRA provisions will prevail.
