PUNJAB BUILDING DEPARTMENT

E-TENDER NOTICE

The Punjab Building Department invites tenders from eligible Engineering Firms and Contractors for the schemes listed below. Tenders will be processed through the PPRA E-Tendering System in accordance with the applicable PPRA Rules (amended to date). All interested firms/contractors must follow the terms and conditions outlined below.

Terms & Conditions

1. Eligibility (PEC Registration)
   Only firms/contractors holding valid registration with the Pakistan Engineering Council (PEC) in the relevant category and codes may participate.

2. PPRA Registration
   All participants must be registered on the Punjab PPRA E-procurement system. Details regarding registration and procedures can be accessed through the official PPRA e-procurement portal.

3. Bid Security (Earnest Money)

   • Bidders must upload a scanned Call Deposit Receipt (CDR) equal to 5% of the estimated cost, issued by any scheduled bank, in the name of the Executive Engineer, Buildings Division Narowal.

   • The original CDR must be submitted to the Tender Opening Committee 30 minutes before the bids are opened. Failure to do so will result in the bidder being declared non-responsive.

4. Tender Opening
   After submitting bids online, contractors may attend the office of the Superintending Engineer, Buildings Circle No. 2, Gujranwala on 24 December 2025 at 11:00 AM.
   All bids will be retrieved and the quoted rates/successful bidders will be announced at 11:30 AM on the same day in the presence of the Tender Opening Committee.

5. Fake Information or Documents
   Submission of fake CDRs, forged documents, or false information will lead to:

   • Immediate disqualification under PPRA Rules

   • Ineligibility for future C&W Department tenders

   • Referral of the case to PEC and PPRA for strict legal action

6. Grievance Redressal
   A Grievance Redressal Committee (GRC) has been established as per the Government of Punjab Notification dated 31 July 2024. The committee will address bidder complaints in accordance with PPRA Rules.

7. Rejection of Bids
   The procuring agency may, upon request, inform any bidder of the grounds for rejection of their bid. However, it is not obligated to justify those grounds.

8. Performance Guarantee
   As per PPRA Rules 2014 (Chapter VIII, Section 56), the successful bidder must submit a 10% Performance Guarantee of the contract amount in the form of CDR or Bank Guarantee within 15 days.
   Failure to submit the guarantee will result in cancellation of the tender and forfeiture of the earnest money.

9. Financial Bid Requirements
   Under PPRA Circular dated 11 October 2024:

   • Bidders must quote item-wise rates for each entry of the DNIT/BOQs (percentage-based bids will not be accepted).

   • All pages of rate analysis, summaries, and sub-summaries must be completely filled.

   • Incomplete financial bids will be declared non-responsive and excluded from evaluation.

10. Complete Tender Documents Required
    No bid will be accepted without complete tender documents submitted through the PPRA E-Tendering System (E-PADS).

11. Response Time
    The response time will be counted exclusively from the date the tender advertisement is published on the PPRA website.
