TENDER NOTICE

The Punjab Highway Department invites tenders from eligible engineering firms and contractors for the following development scheme, under the PPRA E-Tendering System. All interested bidders must comply with the terms and conditions listed below.

Eligibility and Participation Requirements

1. PEC Registration:
   Contractors or firms must be registered with the Pakistan Engineering Council (PEC) in the relevant category and codes.

2. PPRA Registration:
   All participating firms must be registered on the Punjab PPRA e-procurement portal. Information regarding registration can be viewed on the PPRA e-procurement website.

3. Bid Security (Earnest Money):

   • In line with Clause 27 of PPRA Rules 2014, bidders must upload a Call Deposit Receipt (CDR) amounting to 2% of the estimated cost, issued in favour of the Executive Engineer, Highway Division Mianwali.

   • Bids must be submitted online at least 30 minutes before the tender opening time.

   • The original CDR must also be submitted 30 minutes before bid opening; otherwise, the bidder will be disqualified in the presence of the Tender Opening Committee.

4. Performance Guarantee:

   • Under Clause 56 of PPRA Rules 2014, the lowest evaluated bidder will be required to submit a 5% Performance Security within 15 days of receiving the acceptance letter.

   • Accepted forms: CDR, Bank Draft, Cashier’s Cheque, Pay Order, or Bank Guarantee.

   • The guarantee must be valid for three months beyond the completion or extended completion period.

5. Financial Proposal Requirements:
   As per PPRA Punjab Circular dated 11 October 2024, bidders must quote:

   • Item-wise rates

   • Total amount for each item

   • Grand total for all items
     Percentage-based bids (above or below the estimate) will not be accepted.

6. Tender Opening:
   Once bids are submitted online, contractors may attend the office of the Commissioner on 24 December 2025 at 1:00 PM, where all bids will be retrieved and the lowest evaluated bidder announced.

7. Fake Documents:
   Submission of fake or forged documents—including CDRs, receipts, PEC certificates, etc.—will result in:

   • Immediate disqualification from the tender

   • Blacklisting from all future C&W Department tenders

   • Recommendations to PPRA and PEC for further action

8. Right to Reject:
   The procuring agency reserves the right to reject any or all bids under Clause 35 of PPRA Rules (Rejection of Bids).

9. Technical Requirements:

   • Rigid pavement must be laid using a concrete batching plant and concrete paving machine.

   • TST/DST/Surfacing must be completed using mechanized equipment.

10. Material Adjustment:
    Any recoveries against old material will be adjusted manually and reflected in bid evaluation.

11. Electronic Claims:
    All contractor claims must be submitted electronically.

12. Response Time:
    Response time will be calculated from the date the tender advertisement is published on the PPRA website.
