E-Tender Notice

Communication & Works Department – Buildings Division Chiniot

The Buildings Division Chiniot invites online bids for the following development works through the Punjab E-Procurement System. This process is being carried out in line with the instructions issued by the Government of Punjab under the Services & General Administration Department Notification No. SO(I&C-I) 5-4/2024 dated 09 May 2024.

All contractors registered with the Pakistan Engineering Council (PEC) for the year 2025–26 in the relevant category are eligible to participate. Procurement will be conducted strictly according to the PPRA Rules 2014 (as amended).

1. Revamping of Remaining/Leftover 24/7 BHUs, District Chiniot – Phase III (ADP No. 414 for 2025–26)

• Estimated Cost: PKR 173,232,624

• Earnest Money (5%): PKR 8,661,631

• Completion Period: Up to 30 June 2026

2. Revamping of Non-24/7 BHUs, District Chiniot – Phase III (ADP No. 420 for 2025–26)

• Estimated Cost: PKR 61,340,661

• Earnest Money (5%): PKR 3,067,033

• TS No. & Date: CEB(CZ) 436W(3) dated 28-11-2025

• Completion Period: Up to 30 June 2026

Participation Requirements

Eligible contractors can take part in the e-tendering process after meeting the following conditions:

1. E-PADS Registration:
   Contractors must register on the Punjab PPRA E-Procurement Portal by providing the required information.

2. Eligible Categories:
   Only contractors registered in the relevant PEC categories may participate.

3. Tender Documents:
   Bidding documents will be available on the E-PADS system immediately after the publication of this notice.

4. Bidding Method:
   Each bidder must quote rates for every item in the BOQ and submit a total bid amount. Incomplete or item-missing bids will be considered invalid.

5. Submission Deadline:
   Bids must be uploaded through the E-PADS portal by 24 December 2025 at 1:30 PM.
   Rates will be downloaded and announced the same day at 2:00 PM in the office of the Commissioner, Faisalabad Division.

6. Manual Submissions Not Accepted:
   Manual bids or manually quoted rates will not be accepted under any circumstances.

7. Earnest Money:
   Each bid must be accompanied by 5% earnest money in the form of:

   • CDR

   • Bank Draft

   • Pay Order
     (In favour of Executive Engineer, Buildings Division Chiniot)

   The original CDR/Pay Order must also be submitted to the undersigned by the bid submission deadline. Failure to do so will result in rejection.

8. Mandatory Documents:
   All participating contractors must submit:

   • Original CDR

   • Registered Power of Attorney

   • Letterhead documents

9. False or Forged Documents:
   In case of fake or invalid financial instruments, the bidder will be disqualified and barred from future tenders. Legal action may also be initiated.

10. Right to Reject Bids:
    The procuring agency reserves the right to reject any or all bids at any time before acceptance. Reasons may be shared upon request as per PPRA Rules.

11. Taxes:
    All applicable taxes must be paid by the contractor as per government regulations.

12. Performance Guarantee:
    Successful bidders must submit a performance guarantee equal to 10% of the bid amount within 15 days of issuance of the acceptance letter.
    Failure to do so will result in cancellation of the bid and forfeiture of earnest money.

13. Compliance with PPRA Rules:
    All PPRA rules, circulars, and clarifications will apply strictly.

Important Notes

1. Only bids prepared using the DNIT/BOQ downloaded directly from the PPRA/E-PADS portal will be accepted.

2. If the tender opening date falls on a public holiday, the process will shift to the next working day.

3. Every page of the bid must be duly signed and stamped; otherwise, the bid will be rejected.

4. A Grievance Redressal Committee has been constituted under the relevant PPRA provisions.
