Invitation to Bid – District Council Chiniot

District Council Chiniot invites contractors to submit single-stage, one-envelope (SSOE) item-rate bids for various development schemes planned for the fiscal year 2025–26. Bidding will take place through EPADS, in accordance with PPRA Rules, using TS rates (MRS 2nd Biannual 2025).
All interested contractors are requested to review the terms and conditions below before participating.

1. Issuance of Tender Documents

Contractors may obtain tender documents from the PPRA website, EPADS, or directly from the Head Clerk, Engineering Branch, District Council Chiniot during office hours. Documents will be available from the date this notice is published until 24 December 2025.

To obtain documents, applicants must submit:

• A written application on the contractor’s official letterhead clearly mentioning the scheme name

• A valid PEC license

• Earnest money equal to 5% of the estimated cost, submitted as a CDR issued by a scheduled bank in Punjab, in favor of the Chief Officer, District Council Chiniot

Tender documents can be downloaded free of cost from PPRA or EPADS. The official response time will be calculated from the date the tender notice appears on the PPRA website, as per relevant PPRA rules and instructions.

2. Submission and Opening of Bids

• Bids must be submitted through EPADS from the publication date until 24 December 2025 at 12:00 PM.

• All bids received will be opened the same day at 12:30 PM through EPADS at the District Council Chiniot office, in the presence of available contractors or their authorized representatives.

3. General Conditions

• Contractors must quote their item-rate bids both in numbers and in words, clearly specifying their rates above or below the estimate.

• Successful bidders must submit a performance guarantee in accordance with PPRA Rules and the bidding document requirements.

• Conditional, unsigned, incomplete, altered, or unclear bids will be considered non-responsive and rejected.

• The Administrator (Competent Authority) reserves the right to reject all bids at any stage before approval of tender rates.

• Once a Letter of Acceptance is issued, the successful contractor must sign the contract agreement on government-prescribed stamp paper within 14 days. Failure to do so will result in forfeiture of bid security and initiation of re-tendering.

• Contractors receiving work orders must conduct all required quality control tests at their own cost.
