The Communication & Works Department (5th Buildings Division, Lahore) invites bids for the following works under the e-tendering system, in accordance with Notification No. SOH-I(C&W)1-49/2023/3652 dated 26.05.2023.
Who Can Apply
Bids are invited on an item-rate basis from contractors and firms who are enlisted or renewed with PEC for the current financial year in the relevant category and specialized codes CE09 and CE10. Contractors without the required specialized codes will not be considered.
How to Participate
All procurement will take place through the EPADS (E-Pak Acquisition and Disposal System) portal developed by PITB. Interested firms must be registered on EPADS to access and submit tender documents.
Tender documents, DNIT details, terms, and conditions are available to registered bidders on EPADS and PPRA platforms. All bids must be submitted online only—manual submissions will not be accepted.
Earnest Money Requirement
Each bidder must deposit earnest money equal to 5% of the estimated DNIT cost.
This must be submitted as a CDR, Bank Draft, or Cashier’s Cheque from any scheduled bank.
The original 5% earnest money instrument must be presented to the Executive Engineer, 5th Building Division Lahore or to the Tender Opening Committee before the bid closing time. Online bids without original earnest money proof will be rejected. Conditional bids will also be rejected.
Opening of Bids
All online bids will be opened electronically at the scheduled date and time by the Tender Opening Committee at the office of the Commissioner, Lahore Division. Contractors or their authorized representatives may attend the opening session by presenting an attested Power of Attorney.
Right to Reject
The procuring agency reserves the right to reject all bids or proposals at any stage before acceptance, as per PPRA Rules. Upon request, the agency will inform bidders of the grounds for rejection, though it is not obligated to justify these grounds.
