INVITATION FOR BIDS

The Pakistan Water and Power Development Authority (WAPDA), through the Resident Engineer (O&M), Duber Khwar Hydel Power Station, Pattan, invites electronic bids (e-bids) from Original Equipment Manufacturers (OEMs), authorized distributors, suppliers, and contractors registered with the Income Tax and Sales Tax Departments and listed on the Active Taxpayers List (ATL) of the Federal Board of Revenue (FBR).

All procurements will be made on a Delivered Duty Paid (DDP) basis. The contract completion period is 120 days from the date of issuance of the purchase order.

Instructions for Bidders

1. Availability of Documents:
   Detailed e-bidding documents, including specifications, terms, and conditions, are available for registered bidders on the e-Pak Acquisition and Disposal System (EPADS).

2. Bid Submission and Opening:

   • All bids must be submitted electronically through EPADS by 11:00 AM on or before the specified bid opening date.

   • Manual or hard-copy submissions will not be accepted.

   • Electronic bids will be opened on the same day at the Office of the Resident Engineer (O&M), Duber Khwar Power Station, WAPDA, Pattan (Lower Kohistan), in the presence of the bidders’ authorized representatives.

   • The Single Stage, Single Envelope bidding procedure will be followed.

3. Bid Security:
   Each bidder must submit the specified Bid Security in the form of a Call Deposit Receipt (CDR) made in favor of the Resident Engineer (O&M), Duber Khwar Power Station, WAPDA, Pattan, before the bid submission deadline.
   Insurance guarantees or any other forms of security will not be accepted.

4. Important Notes:

   • This advertisement is also available on PPRA and WAPDA official websites.

   • A Grievance Redressal Committee (GRC) has been established in accordance with Rule 48 of the PPRA Rules, 2004, and its notification is available on EPADS.
