Tender Notice

The Municipal Committee Kamalia (hereinafter referred to as the “Client”) invites E-Bids from contractors, firms, manufacturers, or authorized dealers who are registered on the e-Pak Acquisition and Disposal System (e-PADS) and with FBR, PRA (NTN & PNTN), and PPRA for e-Procurement.

Instructions for Bidders:

1. Bid Submission:
   All e-bids must be submitted online through the e-PADS portal by uploading a PDF file as per the official schedule mentioned below.

2. Bid Security:
   Each e-bid must be accompanied by a Bid Security amounting to the percentage of the estimated cost stated above. The security should be made in favor of the Chief Officer, Municipal Committee Kamalia, in the form of a CDR, Bank Guarantee, Demand Draft, or Pay Order.

3. Submission of Original Bid Security:
   The original bid security document must be delivered in a sealed envelope clearly marked with the tender title, to the Office of the Municipal Committee Kamalia before the bid submission deadline.

4. Bidding Schedule:

   • Pre-Bid Meeting: November 10, 2025, at 10:00 AM
     Venue: MC Office, Kamalia

   • E-Bid Submission Deadline: November 20, 2025, at 10:00 AM

   • E-Bid Opening: November 20, 2025, at 10:30 AM

5. Technical Issues:
   In case any e-bid or uploaded file is found to be corrupt, unreadable, or infected with a virus, it will be rejected without further consideration.

6. Bidding Procedure:
   The Single Stage Two Envelope procedure will be followed. Submission of the encrypted electronic file will be treated as submission of sealed envelopes in accordance with the rules.

7. Evaluation Process:
   Only technically qualified bidders will have their financial bids opened. Financial bids of technically non-responsive bidders will remain unopened within the e-PADS system.

8. Right to Reject:
   The procuring authority reserves the right to reject any or all bids at any time before acceptance, as per Punjab Procurement Rules 2014 (Rule 35).

9. Conditions:

   • Conditional tenders will not be accepted.

   • Tender rates and amounts must be written both in figures and words.

   • In case the bid submission date falls on an official holiday, the next working day will be treated as the submission date.

   • Bids shall remain valid for 120 days from the date of opening.

10. Important Instructions:
    Bidders are strongly advised to upload their bids well before the deadline to avoid last-minute issues. The Municipal Committee Kamalia will not be responsible for any problems encountered during online submission.
