OPEN PUBLIC AUCTION NOTICE OF RAILWAY LANDS

Pakistan Railways, Lahore Division, invites all interested parties to participate in an open public auction for various sites of Railway land located at Badami Bagh Yard, Lahore, to be leased for Godown and Tea House/Restaurant purposes.

The auction proceedings will commence on 21st November 2025, at 10:00 AM, as per the schedule and locations mentioned below.

Auction Conditions

1. The auction will be conducted through open public bidding on an annual rental basis, and the highest offer will be accepted, subject to approval.

2. The highest bids will be announced by the Auction Committee in the presence of all participants.

3. Each participant must deposit a Bid Security before the start of the auction:

   • Rs. 500,000 for each Godown site

   • Rs. 1,000,000 for each Restaurant/Tea House site
     The amount must be deposited through Cash Deposit Receipt (CDR) in favor of the Divisional Accounts Officer. Cash payments will not be accepted.

4. The successful bidder must deposit 50% of the annual rent at the time of auction, and the remaining 50% at the time of signing the agreement.

5. Unsuccessful bidders will have their bid security refunded after the auction proceedings conclude.

6. If a successful bidder fails to pay the required dues within the specified time, their bid security will be forfeited, and the offer may be extended to the second highest bidder or re-auctioned.

7. A non-refundable participation fee of Rs. 20,000 must be paid by each participant before the start of the auction.

8. The Godown leases will be granted for 5 years, extendable for another 5 years, with an annual compound rent increase of 10%.
   The Restaurant/Tea House leases will be for 10 years, extendable for another 5 years, with an annual compound rent increase of 8%.

9. The Competent Authority reserves the right to withdraw or cancel any site, or to accept/reject any or all bids at any stage without assigning any reason.

10. All taxes, duties, and registration fees imposed by Federal, Provincial, or Local Authorities will be borne by the lessee.

11. The detailed terms, conditions, and policy documents can be viewed at the offices of the Assistant Executive Engineer of the relevant Sub-Division or the Deputy Director (Property & Land), D.S. Office Lahore, near Bohar Wala Chowk, Lahore, on any working day prior to the auction.

12. All participants are required to comply with the Pakistan Railways Land and Property Rules, 2023.

Important Notes

• Only non-government individuals/firms may participate.

• Railway defaulters and individuals or firms involved in litigation with Pakistan Railways are not eligible to participate.
