PUNJAB HIGHWAY DEPARTMENT
TENDER NOTICE

The Punjab Highway Department invites e-tenders from eligible Engineering Firms / Contractors for the following project through the PPRA E-Tendering System. All interested firms may participate under the terms and conditions below:

Eligibility & Participation Requirements:

1. Contractors/Firms must have valid registration with Pakistan Engineering Council (PEC) in the relevant category/codes.

2. Contractors/Firms must be registered on the Punjab PPRA e-procurement website: www.punjab.eprocure.gov.pk. Guidance for registration is available at www.ppra.punjab.gov.pk/e-procurements.

3. Bidders must upload a scanned copy of Earnest Money (CDR) equivalent to 2% of the estimated cost in favor of Executive Engineer, Highway Division Mandi Bahauddin. Original CDR must be submitted 1 hour before bid opening, otherwise the bid will be disqualified.

4. The lowest evaluated bidder must submit a Performance Guarantee of 5% of the bid amount within 15 days in the form of CDR, Bank Draft, Pay Order, Cashier’s Cheque, or Bank Guarantee, valid for 3 months beyond the completion period.

5. Financial bids must quote item rates and total amounts for each item. Percentage-based rates above or below approved costs will not be accepted.

6. Contractors may attend the Superintending Engineer, Highway Circle Gujrat office on 31-12-2025 at 1:00 PM, where bids will be retrieved and the successful bidder announced in the presence of the Tender Opening Committee.

7. Submission of false information or fake documents (CDR, PEC, etc.) will result in disqualification and blacklisting, with a report to PPRA and PEC for further action.

8. The procuring agency reserves the right to reject any or all bids prior to acceptance under PPRA rules.

9. Rigid pavement works will be executed using concrete batching plants and concrete paving machines.

10. Adjustments for old material recovery will be made manually during bid evaluation.

11. All bids must be submitted through the EPADS portal only.
