Punjab Highway Department
Tender Notice

The Punjab Highway Department invites bids from qualified engineering firms and contractors registered with the Pakistan Engineering Council (PEC) for the financial year 2025-26. Bidders must participate through the PPRA E-Tendering System and comply with the following terms and conditions:

Eligibility & Registration:

1. Contractors/Firms must be registered on the Punjab PPRA website: www.punjab.eprocure.gov.pk. Detailed instructions regarding registration are available at ppra.punjab.gov.pk/e-procurement.

Bid Security:
2. As per Clause 27 of PPRA Rules 2014, all bidders must upload earnest money in the form of CDR or Pay Order in favor of Executive Engineer, Road Construction Division, Gujranwala, equal to 5% of the estimated cost/DNIT cost. Bids must be submitted on the PPRA portal by 31st December 2025, 1:00 PM. The original CDR/Pay Order must be submitted one hour before bid opening, or the bid will be disqualified.

Performance Guarantee:
3. As per Clause 56 of PPRA Rules 2014, the lowest evaluated bidder shall submit a Performance Security of 5% of the bid amount within 15 days of receiving the award letter. Acceptable forms include CDR, Bank Draft, Cashier Cheque, Pay Order, or Bank Guarantee. The guarantee must remain valid for three months beyond the project completion date.

Bid Submission & Rates:
4. Bidders must quote item rates and total amounts for each item as well as the grand total. Bids quoting percentages above or below the approved cost will not be accepted.

5. After bid submission, contractors may attend the Office of the Superintending Engineer, Highways Circle, Gujranwala, on 31st December 2025 at 2:00 PM, where the bids will be retrieved and the quoted rates announced in the presence of the Tender Opening Committee.

Compliance & Disqualification:
6. Submission of false documents or information, such as fake CDRs, receipts, or PEC credentials, will result in disqualification and blacklisting. The matter will also be reported to PPRA and PEC for further action.

7. The procuring agency reserves the right to reject all bids at any time prior to acceptance, as per Clause 35 of PPRA Rules.

Project Execution:
8. Rigid pavements will be laid using a concrete batching plant and concrete paving machine.
9. TST/DST and surfacing will be executed via a mechanized system.
10. Credit recovery for old material will be adjusted manually during bid evaluation.

Submission:
11. All bids must be submitted electronically through the PPRA portal.
12. The official PPRA website is http://eproc.punjab.gov.pk/ViewTender.aspx. Response time is counted from the date of advertisement publication.
