Invitation to Bid (E-Tendering / EPADS System)

Government College University, Faisalabad invites sealed e-tenders from registered contractors/firms for the 2025-2026 development projects under the Punjab Services & General Administration Department notification No. SO(1&C)-S-4/2024 dated 09-05-2024. The procurement will follow PPRA Rules 2014 (with up-to-date amendments).

Eligibility & Instructions:

• Contractors must have a valid PEC license with relevant specialization codes and be registered on the EPADS/PPRA website.

• Bidding documents are available immediately after this notice is uploaded on EPADS/PPRA websites.

• Contractors must quote rates in figures and words for each item in the DNIT/BOQ; incomplete bids will be non-responsive.

• Bid Security: 4.5% of the estimated cost in CDR/Bank Guarantee/Pay Order/Demand Draft (original and soft copy) in favor of Treasurer GCUF.

• Contractors must attach Power of Attorney (if applicable), CNIC copy, PEC license, active NTN, PRA certificate, and at least two similar completed projects.

• False information, fake CDRs or bank drafts will lead to disqualification and referral to PEC and PPRA for legal action.

• The procuring agency reserves the right to reject all bids at any time before acceptance without justification.

• Contractors are responsible for all applicable taxes.

• Affidavit confirming no litigation or blacklisting and valid professional tax certificate must be submitted.
