PUNJAB BUILDING DEPARTMENT
E-TENDER NOTICE

The Punjab Building Department invites e-tenders from eligible Engineering Firms / Contractors for the following projects under the PPRA E-Tendering System, in accordance with PPRA Rules 2014 (amended up-to-date).

Eligibility & Participation Requirements:

1. Contractors/Firms must have valid registration with Pakistan Engineering Council (PEC) in the relevant category/codes.

2. Contractors/Firms must be registered on the Punjab PPRA e-procurement website: www.punjab.eprocure.gov.pk. Guidelines for registration are available on www.ppra.punjab.gov.pk/e-procurements.

3. Bidders must upload a scanned copy of Call Deposit Receipt (CDR) equivalent to 5% of the estimated cost. The CDR must be in the name of Executive Engineer, Buildings Division Mandi Bahauddin. The original CDR must be submitted to the Tender Opening Committee 30 minutes before bid opening, otherwise the bid will be declared non-responsive.

4. After submitting bids online, contractors may attend the office of Superintending Engineer, Buildings Circle, Gujrat on 31-12-2025 at 11:00 AM, where bids will be retrieved, and the quoted rates/successful bidders announced at 11:30 AM.

5. Providing false information or fake CDRs will lead to disqualification and legal action by PEC and PPRA.

6. A Grievance Redressal Committee (GRC) has been established to address complaints as per PPRA rules.

7. The procuring agency may communicate the grounds for bid rejection but is not required to justify them.

8. The successful bidder must provide 10% Performance Guarantee of the contract amount in the form of CDR/Bank Guarantee within 15 days and submit both the uploaded and original copies at the office of Executive Engineer, Buildings Division Mandi Bahauddin. Failure to do so will result in cancellation of the tender and forfeiture of earnest money.

9. Bidders must quote rates for each DNIT/BOQ item in figures and words. Incomplete or blank financial bids will be declared non-responsive.

10. No tender will be accepted without the complete Tender Documents submitted via PPRA E-Tendering System (E-PADS).
