Metropolitan Corporation Lahore invites online bids from eligible contractors and firms who are registered or renewed with the Pakistan Engineering Council (PEC) in the relevant category. The tender will be processed under the Single Stage – One Envelope Procedure.

Important Details

1. Mode of Procurement:
   The procurement will be done through E-Procurement using EPADS.
   The detailed tender notice and bidding documents are available on EPADS and the PPRA Punjab website.

2. Submission of Bids:
   Bidders must submit their bids by uploading a complete PDF file on EPADS in line with Regulation-6(4) of PPR 2024.

3. Bidding Procedure:

   • This is a Single Stage – One Envelope bidding process.

   • Bids will be evaluated using the Least Cost Method.

4. Earnest Money:

   • All bidders must deposit 3% of the estimated cost as Earnest Money through a CDR, Bank Draft, or Pay Order from any scheduled bank.

   • The original Earnest Money instrument must be submitted in person to the Metropolitan Officer (Infrastructure) on the firm’s letterhead before the closing time of the bid.

   • If the original Earnest Money is not produced, the online bid will not be considered.

5. Bid Opening:

   • Bids must be uploaded on EPADS by 22nd July 2025, before 10:30 AM.

   • All bids will be opened the same day at 11:00 AM at Town Hall, Lahore and on EPADS.

6. Bid Requirements:

   • The bidding documents must be properly signed and stamped by the authorized representative.

   • The Price Schedule and Bid Security must be submitted on the contractor’s letterhead.

   • A soft copy must be uploaded on EPADS and a hard copy of the financial instrument must also be provided as per regulations.

7. General Terms:

   • The procuring agency reserves the right to reject any or all bids as per Punjab Procurement Rules 2014 (Rule 35).

   • No overwriting, cutting, or amendments in the electronic bid will be accepted.

   • Conditional or telephonic bids and bids without Earnest Money will not be entertained.

   • All other relevant procurement rules will apply.
