Metropolitan Corporation Lahore invites sealed E-Bids under the Single Stage – One Envelope Procedure from eligible and registered contractors/firms for the following work:

How to Apply

1. Procurement Mode:
   The entire process will be carried out through E-Procurement (EPADS). The tender notice and bidding documents are available at:

   • PPRA Punjab

   • E_PADS

2. Bid Submission:

   • Bidders must upload a complete PDF bid on EPADS as per Regulation-6(4) of PPR 2024.

   • Bids must be submitted by 22nd July 2025, before 10:30 AM.

   • Bids will be opened the same day at 11:00 AM through EPADS at Town Hall, Lahore.

3. Bidding Procedure:

   • The Single Stage – One Envelope Procedure will be followed.

   • Evaluation will be based on the Least Cost Method.

4. Earnest Money:

   • Bidders must submit Earnest Money equal to 3% of the estimated cost, in the form of Call Deposit Receipt (CDR)/Bank Draft/Pay Order from any scheduled bank.

   • The original financial instrument must be presented to the Metropolitan Officer (Infrastructure) with the firm’s letterhead before the bid closing time.

   • Bids submitted without a scanned copy and original earnest money will be rejected.

5. Required Documents:

   • The proposal must follow the instructions given in the bidding document.

   • The Price Schedule and Bid Security must be on the contractor’s letterhead.

   • All bidding documents must be duly signed & stamped by the authorized representative.

   • Both a scanned copy (uploaded) and a hard copy of the bid security are mandatory.

6. Important Rules:

   • No changes or amendments are allowed in the bid through the electronic system.

   • Conditional or telephonic bids, or bids without earnest money, will not be accepted.

   • All rules of the Punjab Procurement Rules 2014 will apply.

   • The procuring agency may reject all bids at any stage prior to acceptance, as per Rule 35.

7. Additional Note:

   • In case of any typographical error, the original documents will take precedence.
