Metropolitan Corporation Lahore invites E-Bids from eligible and PEC-registered contractors/firms under the Single Stage – One Envelope Procedure for the following project:

Key Details

1. Mode of Procurement:

   • This project will be processed through E-Procurement (EPADS).

   • The tender notice and complete bidding documents are available on:

     • PPRA Punjab

     • E-PADS Portal

2. Bid Submission:

   • Bidders must submit a complete PDF E-Bid on EPADS as per Regulation-6(4) of PPR 2024.

   • The last date to submit the bid is 22nd July 2025, before 10:30 AM.

   • Bids will be opened the same day at 11:00 AM through EPADS at Town Hall, Lahore.

3. Bidding Process:

   • The Single Stage – One Envelope procedure will be followed under open competitive bidding.

   • Evaluation will be made on the Least Cost Method.

4. Earnest Money Requirement:

   • Bidders must deposit Earnest Money equal to 3% of the estimated cost in the form of a CDR, Bank Draft, or Pay Order from a scheduled bank.

   • The original Earnest Money must be submitted to the Metropolitan Officer (Infrastructure) with the firm’s letterhead before bid closing time.

   • Online bids without a scanned copy and original Earnest Money will not be accepted.

5. Document Requirements:

   • Bidders must upload all bidding documents duly signed & stamped by the authorized representative.

   • The Price Schedule and Bid Security must be on the contractor’s official letterhead.

   • Both soft and hard copies of the financial instrument must be submitted. Failure to do so will be handled as per relevant PPRA instructions.

6. Important Rules:

   • No cutting, overwriting, or amendments are allowed in the bid once uploaded.

   • Conditional, telephonic, or incomplete bids without earnest money will not be accepted.

   • All relevant Punjab Procurement Rules 2014 shall apply.

   • The procuring agency has the right to reject all bids at any stage before acceptance under Rule 35.
