Bid Format

Bids must be submitted Lot-wise, under the Single Stage – Two Envelope procedure (Technical & Financial proposals) online only via E-PADS.

Financial bids must be inclusive of all taxes.

Bid Security
-
A Bid Security equal to 5% of the estimated cost must be submitted in original (hard copy) before the bid closing date.

It must be in the form of a Call Deposit Receipt (CDR), Bank Guarantee, Demand Draft, or Pay Order from any scheduled bank, made out to the Headmistress, Govt. High Special Education Center, Karor Lal Easan.

Performance Guarantee

Successful bidders must provide a Performance Guarantee equal to 10% of the contract value as per PPRA Rules, refundable upon successful contract completion.

Eligibility
-
Bidders must submit valid Income Tax/Sales Tax registration certificates and any other documents listed in the bidding documents.

Taxes will be deducted as per Government rules.

Bid Validity

Bids must remain valid for 90 days from the opening date.

Offered rates must remain valid until 30th June 2026.

Right to Reject
-
The Headmistress reserves the right to reject any or all bids at any stage prior to acceptance, in line with PPRA Rule 35.

Public Holidays
-
If the submission or opening date falls on a public holiday, the next working day will be treated as the new date — time and venue will remain the same.
