Bidding Method:
-
The bidding will be carried out under Rule 38(2)(a) of PPRA Rules 2014, i.e. Single Stage – Two Envelopes Procedure.

Each bidder must submit:

Technical Bid (sealed envelope)

Financial Bid (sealed envelope)

Both envelopes must be clearly marked.

Opening & Evaluation:
-
First, the Technical Proposal will be opened.
-
The Financial Proposal will remain sealed until technical evaluation is complete.

Technical bids not meeting specifications will be rejected, and their financial bids will be returned unopened.

After technical approval, financial bids will be opened on the same date and venue.
-
The contract will be awarded to the lowest evaluated bidder whose bid meets all requirements.

Important Terms

Successful bidders must sign a Procurement Contract (as per Rule 55, PPRA Rules 2014).

Bidders must submit an affidavit confirming their firm has never been blacklisted by any Government Department.

Samples of dietary items must be deposited at the time of bid submission; otherwise, the offer will not be considered.

The successful bidder must supply fresh, class-1 quality dietary items daily to the College store as per supply orders.

Expired items will not be accepted.

The undersigned reserves the right to reject any or all bids under PPRA Rule 35.
