Office of the District Council, Attock

District Council Attock invites sealed bids through E-PADS from registered contractors for the year 2024–25 (based on MRS 2nd Bi-Annual 2025, valid from 1st July 2025 to 31st December 2025) for the District Attock.

The bidding will be carried out under the Single Stage – Single Envelope procedure as per Punjab Procurement Rules 2014, and is open to all eligible contractors.

• Bids must be accompanied by bid security in the form of a CDR / Pay Order issued by any scheduled bank in Punjab, in favor of District Council Attock.

How to Submit Your Bid

• Bids must be prepared according to the instructions in the bidding documents.

• Submit bids through E-PADS at eprocure.gov.pk on or before 10:00 AM (PST) on 26th July 2025.

• Bids will be opened on the same day at 03:00 PM (PST) through E-PADS, in the presence of bidders or their representatives who wish to attend, at the Office of the District Council Attock.

Important Conditions

• Scanned copy of bid security must be uploaded on E-PADS.
  The original CDR must be submitted in the office of the undersigned by 10:00 AM on the closing date; otherwise, the bid will be cancelled and marked non-responsive.

• Rates must be quoted item-wise, clearly written and readable.

• Incomplete, ambiguous, or unfilled bids will be rejected.

• The procuring agency has the right to reject all bids before acceptance as per PPRA Rules-2014 (Chapter VI, Clause 35).

• The successful contractor must sign an agreement with the department on a government-stamped paper within seven days of receiving the acceptance letter for issuance of the work order.

• Bidding documents are also available on the PPRA Punjab website.

• If any fake or forged document is found, the contractor or firm will be disqualified or blacklisted as per PPRA Rules.

• Non-responsive, non-readable, non-signed, or non-stamped bids shall be rejected.

Performance Security Requirement

• If the lowest bid is 5% or more below the estimated cost, the bidder must deposit additional performance security (5% to 10% as per table below) within 15 days of notice:
