Procurement under Framework Contract for FY 2025–26
S&GAD (South Punjab), Government of the Punjab, Bahawalpur invites sealed bids from registered Companies, Firms, and Suppliers for the supply of various items under a framework contract for official use during the financial year 2025–26.
Bidding will be conducted under Punjab Procurement Rules, 2014 (amended) through the E-Pak Acquisition and Disposal System (EPADS) using Single Stage — Two Envelope procedure.

Eligibility & Mandatory Requirements
All interested bidders must upload the following documents with their Technical Bids:

Bid Security: 3% of the total estimated cost (per lot) in the form of Bank Draft, Pay Order, or CDR in favour of Section Officer (General), S&GAD South Punjab.

Affidavit: On stamp paper, confirming that the Company/Firm is not blacklisted, not under litigation, and not being proceeded against. This affidavit must remain valid until procurement is finalized.

Financial Soundness: Bank Certificate, recent Bank Statement, or Balance Sheet.

Tax Registration: Proof of NTN/Income Tax and General Sales Tax (GST) registration.

Professional Tax Certificate and Company Profile.

Acceptance: Signed and stamped acceptance of all terms & conditions in the tender documents.

The procurement process will strictly follow the Punjab Procurement Rules, 2014 (amended) and Punjab Procurement Regulations, 2024.

Detailed specifications and full bidding documents (English) can be downloaded from the Punjab PPRA or EPADS websites.

Bidders must submit Technical and Financial Bids together through EPADS, including all applicable government taxes and duties.

The procuring agency reserves the right to reject any or all bids before acceptance, as per Section 35 of PPRA Rules, 2014.

Upon request, reasons for rejection will be communicated to any bidder — however, no justification is required.

The successful bidder must provide a Performance Guarantee equal to 10% of the contract amount.
