The Office of the Deputy Commissioner, Lahore invites E-Bids from firms, companies, sole proprietors, and general order suppliers for the supply and arrangements of Refreshment Packages, Lunch Boxes, Dinners, Hi-Tea, and other related items for various official functions during the financial year 2025–2026.

Participation Guidelines

  • Bidding Method:
    Bidding shall be conducted using the Single Stage – Two Envelope procedure as per Punjab Procurement Rules, 2014 (PPR-14).

  • Availability of Documents:
    The detailed bidding documents (in English) are available for immediate download from the Punjab Procurement Regulatory Authority (PPRA) website and the e-Punjab Acquisition & Disposal System (e-PADS).

  • Submission of E-Bids:

    • E-Bids must be submitted online via e-PADS no later than 24th July 2025 at 11:00 AM.

    • All bidders must submit a Bid Security equal to 3% of the estimated contract cost, in the form of a Cash Deposit Receipt (CDR), before the bid opening time.

  • Opening of E-Bids:
    E-Bids will be opened on the same day (24th July 2025) at 11:30 AM at the following venue, in the presence of bidders or their authorized representatives who choose to attend:

  • Pre-Bid Queries & Assistance:
    Interested bidders can obtain further information or seek clarifications during office hours (9:00 AM to 4:00 PM) from 10th July 2025 to 17th July 2025 by contacting:

  • Important Note:

    • In case the submission date falls on an official holiday, the next working day will be treated as the closing date.

    • The Procuring Agency will not be responsible for any costs incurred by bidders for preparing or delivering their E-Bids.

  • Applicable Rules:
    All procurement procedures will strictly follow the Punjab Procurement Rules, 2014 (PPR-14). In case of any conflict between this notice and PPR-14, the rules shall prevail.
