(PPCBL), established in 1924 and operating as a scheduled bank under the State Bank of Pakistan since 1955, invites Expressions of Interest from reputed consultancy firms. PPCBL has a wide network of 151 branches across Punjab and now seeks to transition from conventional to full-fledged Islamic banking operations.

Scope of Consultancy Services

The selected consultancy firm will be responsible for providing expert strategic guidance and overseeing the complete transformation process, including compliance with all State Bank of Pakistan (SBP) Islamic Banking regulations. This includes:

• Strategic advisory

• Compliance alignment

• Risk management

• Product development

• IT systems reconfiguration

• Engagement of qualified Shariah advisors

Eligibility Criteria

Consultancy firms interested in this assignment must meet the following requirements:

• At least 10 years of experience in providing consultancy services to the banking/financial sector.

• Recognized registration with relevant bodies such as ICAP, SECP, or equivalent.

• Proven experience with multiple financial sector projects, with at least three Islamic Banking conversions or setups.

• Accreditation or certifications from recognized national or international financial authorities.

• A qualified Shariah Advisor with a minimum of five years' experience in Islamic banking/finance.

• A dedicated team of consultants including experts in Shariah compliance, risk, product development, IT, and regulation.

• A declaration that the firm is not blacklisted and not involved in litigation.

Required Documentation

Interested firms must provide the following documents:

• Firm’s Registration Certificate

• Company Profile, including staff strength and expert qualifications

• Details of branch locations or operational offices

• Latest audited financial statements

• Valid NTN/STN tax registration

• List of at least 15 recent relevant assignments, especially those related to Islamic banking transformation

• List of general clients

• Relevant certifications and accreditations

• Profiles of Shariah Advisor and Consultant team

• Affidavit confirming that the firm is not blacklisted or involved in any legal dispute

Proposal Submission Details

• Submit Technical and Financial proposals in separate sealed envelopes, clearly marked.

• The Technical Proposal must include a detailed methodology and project timeline.

• Deadline for submission:

• Opening of bids:

Late or incomplete submissions will not be considered. All quoted prices must include applicable taxes. The Bank holds the right to accept or reject any or all bids without providing any reason.
