Pakistan Industrial Development Corporation (PIDC), a state-owned enterprise, invites bids from experienced and well-reputed construction firms for undertaking infrastructure development and allied works at the Naushahro Feroze Industrial Park (NFIP).

We are looking for contractors who meet the required technical standards and are capable of delivering quality work. The selection will be made based on the Single Stage – Two Envelope Procedure, as per PPRA Rules. Proposals must include both technical and financial bids, which will be evaluated separately.

Scope of Work

The contract covers the execution of leftover, new, and associated infrastructure works at NFIP. Detailed scope and specifications can be found in the bidding documents.

Eligibility Criteria

Firms must meet the following mandatory requirements:

• E-submission through PPRA EPADS is compulsory.

• A complete company profile including legal status, office address, and relevant experience.

• A valid PEC registration in Category C-2 or above, with appropriate specialization codes.

• Registration with relevant tax authorities and listed as an active taxpayer.

• A notarized affidavit declaring that the firm has never been blacklisted by any public or private organization.

• Demonstrated experience in similar types of infrastructure projects.

• Submission of bid security of PKR 5,000,000 (Five Million Rupees only), in the form of a Pay Order, Deposit at Call, or a financial instrument issued by a scheduled bank or AA-rated insurance company.

  • Scanned copy to be uploaded with the technical bid on EPADS.

  • Original copy to be submitted at the PIDC office before the deadline.

How to Apply

• Bidding documents are available free of cost and can be downloaded from EPADS, PPRA, or PIDC websites.

• A Pre-Bid Meeting will be held at the PIDC Head Office, Karachi, on June 12, 2025, at 11:00 AM to clarify any queries.

• Firms must submit:

  • Their complete Technical and Financial Proposals electronically via EPADS.

  • One original sealed hard copy to the address mentioned below.

• Deadline for Submission: June 20, 2025, by 11:00 AM

• Opening of Technical Bids: Same day at 11:30 AM, electronically through EPADS.

• Financial proposals of only technically qualified bidders will be opened later; the schedule will be communicated accordingly.

• Conditional, late, or telegraphic submissions will not be accepted.

• PIDC reserves the right to accept or reject any or all proposals in accordance with PPRA rules.
