Deputy Commissioner, Gujranwala invites sealed quotations/tenders from experienced contractors and suppliers for the installation and monitoring of walkthrough gates, security cameras, and associated services along the routes of sensitive religious processions across the district in connection with Muharram, Chehlum of Hazrat Imam Hussain (RA), and Rabi-ul-Awal 2025.

Firms or individuals must have at least 5 years of experience providing similar services to government departments. Only those registered for Income Tax and Sales Tax will be eligible.

Tender Submission & Opening

  • Submission Deadline: 23rd June 2025 at 11:30 AM, sealed envelope

  • Opening Time: 23rd June 2025 at 12:00 PM in the presence of the contractors, their representatives, and members of the technical committee.

  • Tender Basis: Turnkey basis, in accordance with prevailing rules.


Key Terms & Conditions

  1. Call Deposit: A refundable call deposit of PKR 500,000 must be submitted in favor of the Additional Deputy Commissioner (Finance & Planning), Gujranwala along with the tender documents.

  2. Security Deposit: The successful bidder must submit 5% of the total contract value as a performance guarantee before issuance of the supply order.

  3. Installation & Maintenance:

    • The vendor will be fully responsible for the installation, dismantling, security, and operational functionality of all equipment.

    • Any equipment damaged due to weather (e.g., wind, rain) must be promptly reinstalled or replaced.

  4. Itemization: A detailed list of each item with individual sizes and specifications must be submitted.

  5. Taxes: All income tax, sales tax, PRA, and other applicable government charges will be borne by the bidder.

  6. Opening Procedure: All quotations will be opened under the Two Envelope System as per Rule 38(2)(a).

  7. Applicable Rules: All procurement will be conducted under Punjab Procurement Rules 2014, and as per instructions issued by the Government of Punjab, S&GAD.

  8. Rejection of Incomplete Bids: Incomplete, damaged, or late submissions will not be accepted.

  9. Adjustments Based on Security Conditions: Quantities of cameras and other items may be increased or decreased depending on the security situation.

  10. Right to Reject: The department reserves the right to reject all bids before issuing the Advance Acceptance Letter, in accordance with Rule 35 of the PPRA Rules 2014.

  11. Data Submission: Upon completion of the work, the vendor must submit a non-returnable backup of recordings on an external Hard Disk Drive (HDD) to the Deputy Commissioner’s office.
