Lahore Cantonment Board invites electronic bids through the official ML&C E-Tender Portal for the following original works to be carried out in the current fiscal year 2024–2025. All works will be based on the MES Schedule of Rates 2021, as amended to date.

• Submission Deadline: 13th June 2025 at 12:00 PM

• Bid Opening: Same day at 12:30 PM via the online portal (comparative statement viewable by all participants)

Who Can Apply

Contractors must:

1. Have a valid NTN (National Tax Number)

2. Be PEC-registered in the relevant category and financial limit

Instructions & Conditions

• Earnest money in the form of a deposit-at-call, drawn in favor of the Executive Officer, Lahore Cantonment, must be uploaded with the bid and submitted in original to the CB Care Centre before bid opening.

• Incomplete or improperly submitted bids will be disqualified, and blacklisting may be applied in case of tender process sabotage.

• If a bid is 15% or more below the scheduled rate, a performance guarantee equal to 6% of the bid amount is required in the form of a bank guarantee or insurance bond, within 7 days of acceptance.

• Successful bidders must sign a formal agreement on non-judicial stamp paper within 7 days after receiving the acceptance letter.

• No mobilization advance, tool/machinery support, or escalation clause will be provided.

• Work orders will only be issued once all procedural approvals and funding availability are confirmed.

Technical and Financial Notes

• Rates should align with MES Schedule of Rates 2021 for listed items and market rates for non-listed ones.

• Contractors must provide manufacturer purchase orders (from PEC-registered and E-in-C enlisted manufacturers) for tubewell machinery/equipment.

• All installed equipment will be verified on-site by the manufacturer, and associated costs will be borne by the contractor.

• Payment will be released only after complete verification.

• Conditional or multiple-option tenders will not be accepted.

• All applicable PPRA Rules and government taxes will be enforced.

• No cheques or cash will be accepted as earnest money.
