Faisalabad Electric Supply Company Limited (FESCO) invites sealed bids from eligible and pre-qualified contractors for the execution of the following civil works at the Central Warehouse, Faisalabad:

Bidding Procedure:

• The bidding process will be conducted under the Single Stage – Single Envelope method on a percentage rate basis (Above/Below).

• The bidding is carried out in accordance with PPRA Rules under National Competitive Bidding (NCB).

Eligibility Criteria:

Interested bidders must meet the following requirements:

1. Valid Pakistan Engineering Council (PEC) registration for the year 2024-25 with the required category and specialization code.

2. Must be listed on the Active Taxpayer List (ATL) and submit income tax returns for the last three years.

3. Must be registered with the Punjab Revenue Authority for sales tax.

4. Copy of CNIC of the contractor/partner/director.

5. Tender documents will only be issued to the owner/managing partner/director of the bidding firm.

6. Must have completed at least two similar nature contracts within the past ten years with successful completion.

7. The total value of completed similar projects must be at least 40% of the estimated tender amount.

8. Must demonstrate average annual turnover of at least two times the estimated cost over the last three years (verified through audited financial statements).

9. Must show availability of cash or cash equivalents equal to 20% of the contract value, supported by bank statements from the past one year.

10. Detailed assessment of past and ongoing contracts will be carried out before awarding.

11. All bidders must comply with NEPRA Safety Code requirements.

12. Separate applications must be submitted for each tender along with relevant documents.

Tender Documents:

• Can be obtained from the Office of the Superintending Engineer (Civil), FESCO, Faisalabad by June 16, 2025, during office hours.

• Each tender document costs Rs. 3,000 (non-refundable).

Bid Submission & Security:

• Bids must be accompanied by a Bid Security of 5% of the estimated cost in the form of a bank guarantee from a scheduled bank of Pakistan in favor of the Executive Engineer (Civil), Civil Works Division-II, FESCO, Faisalabad.

• The bid security must remain valid for 28 days beyond the bid validity.

• Bids must remain valid for 150 days from the submission date.

Important Notes:

• Bids will be opened in the presence of bidders or their authorized representatives who choose to attend at the designated date, time, and venue.

• Tender forms must be signed as per the instructions in the documents.

• No conditional, electronic, or partial bids will be accepted.

• No rebates on quoted rates will be entertained.

• All procurement shall be carried out strictly in line with PPRA Rules 2004 (amended up to 2022).

• FESCO reserves the right to reject any or all bids without assigning any reason, as per PPRA Rule 33(1).
