Invitation for Bids / Tenders

Sealed bids are invited in accordance with the SPPRA Rules 2019 (amended to date), under Rule 15 (Open Competitive Bidding) and Rule 46 (Single Stage One Envelope Procedure), from interested bidders, suppliers, contractors, and firms for the procurement of goods and services for the financial year 2025-2026.

Description of Work:

Procurement of goods and services related to operation, maintenance, and repairs for:

• Tube wells

• Pumping stations

• Colonies

• Drainage networks

• Government vehicles

• Abkaliani material

• Rain and flood fighting operations (as and when required)

Key Details:

1. Tender Documents:
   Interested bidders can obtain the bidding documents from the office of the Executive Engineer, Drainage Division LBOD, Shaheed Benazirabad, upon payment of a non-refundable tender fee of Rs. 3,000. Documents are available from the date of this notice during office hours until 9:30 AM on 16th June 2025.

2. Submission Deadline:
   All bids must be submitted to the Executive Engineer’s office on or before 10:30 AM, 16th June 2025. Bids must be accompanied by a bid security equal to 5% of the bid value, in the form of a Call Deposit from a scheduled bank.

3. Bid Opening:
   Bids will be opened on 16th June 2025 at 11:30 AM in the presence of bidders or their representatives.

4. Second Attempt (If required):

• Issue of documents: Until 10:00 AM, 2nd July 2025

• Submission of bids: By 11:00 AM, 2nd July 2025

• Opening of bids: 12:00 Noon, 2nd July 2025

5. Location for Issuance, Submission, and Opening:
   Office of the Executive Engineer, Drainage Division LBOD, Near Bilawal Sports Stadium, WAPDA Colony, Shaheed Benazirabad.

Important Conditions:

• Tender fee and bid security must be paid in favor of "Executive Engineer, Drainage Division LBOD, Shaheed Benazirabad." Bids without valid bid security will be rejected.

• Quoted rates must remain valid until 30th June 2026.

• Supply of materials, hiring machinery, and labor engagement will be on short notice, especially in emergencies.

• Bidders must meet the following eligibility criteria:

  • Valid registration with Pakistan Engineering Council (if bid amount exceeds Rs. 4 million)

  • Registration with Income Tax, Sales Tax Departments, and Sindh Revenue Board

  • Affidavit confirming the firm has never been blacklisted

  • Bank statements for the last six months

  • Minimum three years’ experience in the relevant field

  • Evidence of similar projects completed

• Original call deposit must be presented at bid submission; photocopies will not be accepted.

• Bidders should offer their best and final prices as no negotiations will be conducted after bid opening.

• All prices must include applicable taxes.

• Any complaints or grievances should be submitted in writing as per Rule 31 of the SPPRA Rules.

• In case of public holidays or absence of the procurement officials, bids will be opened on the next working day.

• The Procuring Agency reserves the right to accept or reject any or all bids in accordance with SPPRA rules.
