Parks and Horticulture Authority (PHA), Dera Ghazi Khan, invites interested individuals, firms, or companies to participate in an open auction for the annual advertisement rights of SMD and LED pole sign boards across various prime locations in the city. The auction will be held in accordance with the PHA Act 2012, Property Rules 2018, and the Advertisement Bylaws of PHA DG Khan.

Auction Details:

• Date of Auction: 17 June 2025 (Tuesday)

• Time: 1:00 PM

• Venue: Head Office of Director General, PHA, Jinnah Family Park, Dera Ghazi Khan

Contract Locations & Terms:

1. Only individuals or companies registered as advertisers with PHA DG Khan are eligible to participate.

2. Participants must bring a copy of their valid CNIC and the registration certificate for the current fiscal year.

3. Earnest money must be submitted as a call deposit in the name of Director General, PHA, DG Khan on the day of the auction.

4. Defaulters of PHA are ineligible to participate.

5. The auction committee reserves the right to pause proceedings to raise the bid deposit in case of intense competition.

6. The successful bidder must deposit 30% of the annual bid amount on the spot.

7. The initial contract term is 7 years, extendable by mutual agreement for an additional 3 years.

8. A 10% annual increase will apply to the contract amount.

9. 30% of the total bid will be retained by PHA as security, refundable after successful contract completion and final clearance.

10. The successful bidder must enter into a written agreement at their own expense following formal approval.

11. The auction committee holds the right to amend terms on-site.

12. No bids will be accepted after the auction concludes.

13. Applicable government taxes, including income and professional tax, must be paid by the successful bidder.

14. All bidders are deemed to be fully aware of the auction terms, regardless of signatures or thumb impressions.

15. The successful bidder must comply with all rules and regulations of PHA DG Khan.

16. The competent authority reserves the right to reject any or all bids without explanation.

17. In the event of a dispute, the decision of the Director General PHA DG Khan will be final and binding.

18. In case of default, PHA has the right to offer the contract to the next highest bidder and forfeit the earnest money.

19. WAPDA connection dues will be the responsibility of the successful bidder; however, NOC for connections will be provided by PHA.

20. The bidder must support government slogans and comply with any future court or government orders regarding LED advertisements.

21. The successful bidder shall not display content against the government or promote obscenity.

22. Prohibited advertisements by the Government of Pakistan must not be displayed.

23. A grace period will be given post-approval for operational readiness.

24. Bidders may request specific poles or alternate locations, subject to approval.

25. All other government rules and regulations will also apply.

If the auction cannot be held on 17 June 2025, it will be rescheduled to 18 June 2025, and if necessary, to 19 June 2025.
