The Benazir Bhutto Shaheed University of Technology and Skill Development (BBSUTSD), Khairpur Mirs, is pleased to re-invite sealed bids from eligible and reputable Contractors, Firms, Service Providers, Manufacturers, and Sole Distributors for the following important project:

Tender Details

• Project Title: Procurement of Campus Management System (CMS) and Enterprise Resource Planning (ERP) Software for the University

• Tender Fee: Rs. 3,000/- (Non-refundable)

• Completion Time: 06 Months

• Earnest Money: 5% of the quoted bid price (in the form of Pay Order)

• Issuance of Documents: From 16 June 2025

• Last Date for Submission: 03 July 2025 by 10:00 AM

• Opening of Bids: 03 July 2025 at 11:00 AM

Who Can Apply?

Bidders must meet the following criteria:

• Registered with the Federal Board of Revenue (FBR) for Income Tax and Sales Tax (applicable for goods/services).

• Registered with the Sindh Revenue Board (SRB) for works and services.

• Registered with the Pakistan Engineering Council (PEC), if applicable.

• Not blacklisted by any government department or procuring agency (affidavit required).

• Have at least 3 years of experience providing similar software solutions (CMS/ERP) to universities or large organizations.

• Must have an average annual financial turnover in the last 3 years at least three times the value of their quoted bid.

• Must be compliant with tax authorities (verified through relevant agencies).

How to Get Tender Documents

Interested parties can obtain the tender documents by:

• Visiting the Purchase and Procurement Office at BBSUTSD, Khairpur Mirs, or

• Downloading from the university's official website or the Sindh e-procurement portal.

A fee of Rs. 3,000/- must be paid (non-refundable) when collecting the documents in person. Bids must be submitted in sealed envelopes, clearly marked, and must include 5% earnest money in the form of a Pay Order in favor of the University.

Important Instructions

• The procurement process will follow the Single Stage – Two Envelope method: one envelope for the technical proposal, and another for the financial bid.

• Incomplete bids, conditional offers, or bids without earnest money will be rejected outright.

• In case the office is closed due to a public holiday or unforeseen circumstances on the opening day, bids will be opened on the next working day at the same time and venue.

• The University reserves the right to accept or reject any or all bids according to SPPRA Rules 2010 (amended to date).
