1. Project Background

The Islamic Republic of Pakistan has secured financing from the Asian Development Bank (ADB) to support the Power Distribution Strengthening Project (PDSP). A portion of this loan will fund the contract mentioned above. Bidding is open to all firms and organizations from eligible ADB member countries.

2. Scope of Work

SEPCO invites sealed bids for the complete turnkey execution of:

Bifurcation and Rehabilitation of 40 Nos. 11kV Feeders, including:

• Plant Design

• Material Supply

• Installation

• Testing & Commissioning

• Associated Civil Works

Bidders must quote for the entire scope. Partial or conditional bids will not be entertained. The total project duration is 365 days from the Effective Date defined in the contract.

3. Bidding Procedure

This tender will follow ADB’s Single-Stage: One Envelope international competitive bidding process. It is open to all eligible bidders as per the criteria outlined in the bidding documents.

4. Eligibility & Qualification Criteria

Eligible bidders must meet the following minimum requirements:

A. Contractual Experience

• Participation in at least two (02) similar contracts within the past 10 years, each involving design, supply, installation, and commissioning of 11kV or higher voltage distribution lines.

• Each contract must be worth at least USD 3.77 million and have been in successful operation for a minimum of three consecutive years.

B. Technical Experience

i. Design & Manufacturing:
Experience (as contractor or subcontractor) in designing and manufacturing 11kV or higher voltage distribution equipment, operating satisfactorily for at least three years.

ii. Installation, Testing & Civil Works:
Experience in installing and commissioning similar high-voltage distribution systems, as well as performing related civil works, with a track record of successful operation for at least three years.

• Submit a written request referencing the contract title.

• Pay a non-refundable fee of PKR 15,000 or equivalent in USD via cashier's cheque, pay order, or demand draft.

• Documents may be collected in person or sent by courier.

  • Additional courier charges: PKR 5,000 (domestic), USD 150 (international).

  • SEPCO assumes no responsibility for delivery delays or loss.
