The Directorate of Animal Breeding Sindh, Hyderabad invites sealed bids under the Non-Development Budget 2025-26 for the supply of various items and services to the following offices:

• Deputy Director Livestock Production (Thatta, Badin, Hyderabad, Karachi, Larkana, Jamshoro)

• Deputy Director Breed Improvement Centre Rohri

• Deputy Director Semen Production Unit Karachi

Items Required

The procurement includes:

• Exotic Semen Doses

• Liquid Nitrogen Gas

• Artificial Insemination (A.I) Equipment and Instruments

• Reproductive Veterinary Medicines and Hormones

• Livestock

• Animal Feed

• Machinery and Equipment

Method of Procurement

Single Stage – Two Envelope Procedure (as per SPPRA Rules):

• Submit Technical Proposal (with soft copy) and Financial Proposal in separate sealed envelopes, clearly marked.

• Only the Technical Proposal will be opened first; the Financial Proposal will remain sealed until technical evaluation is complete.

Eligibility Criteria

• Registration with tax authorities is mandatory.

• Bid security of 2.5% of the bid value in the form of Pay Order / Bank Draft / Bank Guarantee in favor of Director Animal Breeding Sindh Hyderabad.

• Priority will be given to firms with relevant experience.

• Prices must be quoted in Pakistani Rupees.

• Attach relevant literature and all mandatory documents mentioned in the tender documents.

How to Obtain Documents & Submit Bids

• Bidding documents can be downloaded from EPADS (Sindh e-Procurement Portal) and obtained physically from the Directorate office upon payment of the non-refundable tender fee through Pay Order / Bank Draft in favor of Director Animal Breeding Sindh Hyderabad.

• Bids must be submitted electronically through EPADS. Manual submissions will not be accepted.

• A copy of the bid security must be uploaded with the financial proposal on EPADS, and the original must be submitted to the Directorate office before the submission deadline.

Important Notes

• Late bids or those without bid security will be rejected.

• Blacklisted firms are not allowed to participate.

• Bids remain valid for 90 days (extendable) as per SPPRA Rules.

• The procuring agency reserves the right to accept or reject any or all bids as per SPPRA Rules 2010 (amended).

• The department will not bear transportation or delivery costs.

• If the bid is not listed in EPADS’ bid opening list, it will be treated as not submitted.
