1. Background

The Ministry of Information Technology & Telecommunication (MoITT) has received financing from the World Bank for the Digital Economy Enhancement Project (DEEP). A portion of this financing will be used to engage a qualified Consultancy Firm to provide services for Digital Citizen Services Platform Development.

This notice serves as an addendum to the previously published Request for Expression of Interest for the same assignment.

2. Scope of Work

The selected consultancy firm will assist in the design, development, and implementation of a Digital Citizen Services Platform as per the Terms of Reference (TOR). The detailed TOR can be downloaded free of cost from the following websites:

• National IT Board (NITB)
• Ministry of IT & Telecom

3. Selection Method

The consulting firm will be selected using the Quality and Cost Based Selection (QCBS) method in accordance with the World Bank Procurement Regulations for IPF Borrowers (September 2023).

4. Conflict of Interest

Interested firms should review Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s procurement guidelines, which outline the policy on conflict of interest.

5. Submission Details

• Extended Deadline: September 05, 2025

• Time: 1500 Hours (PST)

• Mode: Expressions of Interest (EOIs) can be delivered in person, via surface mail, or electronically.

• If submitting electronically, the Program Office (DEEP) will acknowledge receipt by email. In case of no acknowledgment, please contact the office directly.
