Invitation to Bid for Petroleum Exploration Licenses

The Government of Pakistan, through the Directorate General of Petroleum Concessions (DGPC), invites applications from qualified Exploration & Production (E&P) companies for the grant of petroleum exploration rights—specifically, Exploration Licenses—over the following blocks across various provinces:

How to Apply

1. Obtain Bid Documents:
   Interested parties can acquire the official bidding documents from the DGPC office (3rd Floor, Petroleum House, G-5/2, Islamabad) upon a written request and payment of a non-refundable fee of USD 100 (or equivalent in PKR) via bank draft in favor of DGPC. Documents are also available for download online after completing the payment.

2. Submission Deadline:
   Complete, sealed applications must reach the DGPC office by 10:00 AM (Pakistan Standard Time) on October 2, 2025. Late submissions will not be accepted.

3. Bid Opening:
   All received applications will be opened on the same day at 10:30 AM in the presence of the applicants or their authorized representatives at the DGPC office.

4. Bid Bond Requirement:
   A bid bond amounting to 1% of the total bid value must be submitted with each application. This is a mandatory requirement.

Additional Terms & Conditions

• Final & Binding Bids:
  All submitted bids will be treated as irrevocable and unconditional. Any bid that includes conditional clauses will be rejected.

• Governing Law:
  The entire bidding process and any subsequent agreements will be governed under the laws of Pakistan. Any disputes will be resolved through arbitration within Pakistan, in accordance with the Pakistan Onshore Petroleum (Exploration & Production) Rules, 2013.

• Selection Process:
  The winning applicants will be selected based on the criteria defined in the bidding documents. The government reserves the right to accept or reject any bid and will provide reasons for any rejection when possible.

• Minimum Threshold:
  Bidders who propose work programs below the minimum thresholds defined in the policy or bid documents will be disqualified and not considered further.
