Construction of Control House Building, Electrical Equipment Foundations, Transformer Bay, Switchyard Fence Wall, Cable Trenches, and other related works at 132 KV Grid Station Chakwal-II under IESCO 7th STG Project (Estimated Cost: PKR 165,192,831/-).

Who Can Apply?

This tender is open to all bidders who meet the following conditions:

1. Registration:

   • Must be registered with the Pakistan Engineering Council (PEC) and renewed for the year 2025-26.

   • Must have Category C-4 with Specialization Codes CE-10 & EE-05.

   • Up-to-date registration with the Provincial Revenue Authority and ICT for Sales Tax on Services (as applicable).

   • For joint ventures (JV), all partners must comply with PEC requirements.

2. Experience:

   • Minimum five (5) years’ experience in construction as per PEC categories.

   • At least two similar projects completed in the last 10 years, with a combined value equal to PKR 165 Million.

     • No single project should be less than 30% of PKR 165 Million.

   • Provide completion certificates, work orders, and proof of satisfactory performance.

3. Financial Strength:

   • Aggregate net worth (last 3 years): PKR 66 Million (No negative net worth in any year).

   • Average Annual Turnover: PKR 335 Million.

   • Financial Resources/Cash Flow: PKR 165 Million.

   • All figures must be supported by audited financial statements from a reputable Chartered Accountancy firm.

4. Tax Compliance:

   • Active taxpayer status.

   • Income tax returns for the last three years, verified by FBR.

Bidding Process:

• Method: National Competitive Bidding (NCB) under Single Stage, Two Envelope system.

• Bid Submission:

  • Only E-bids will be accepted through E-PADS portal www.eprocure.gov.pk

  • All required documents must be uploaded on E-PADS as per tender documents.

• Bid Security: PKR 4,955,785/- in the form of Bank Guarantee/CDR/Bank Draft from any scheduled bank, in favor of Chief Engineer (Development), IESCO, Islamabad.

  • Upload on E-PADS and submit the original in person on bid opening day.

  • Bid Security must be valid 28 days beyond bid validity (which is 90 days).

• Completion Period: 270 days.

Important Dates:

• Bid Opening: 15th September 2025 at 11:30 AM.

• Venue: Office of Chief Engineer (Development), IESCO Headquarters, Street No. 40, Sector G-7/4, Islamabad.

• Bidders or their authorized representatives (with authority letters) may attend.

• If a public holiday is announced, bids will be opened on the next working day at the same time and venue.

Other Terms:

• Fake or false information will result in blacklisting as per IESCO SOP.

• IESCO reserves the right to reject any or all bids as per PPRA Rule 33(1).
