Notice Inviting Tender (Single Stage – Two Envelope Procedure)
The Gilgit-Baltistan Communication & Works Department (GB C&WD) invites sealed tenders under the Single Stage – Two Envelope (SSTE) procedure. Under this method, firms must submit two separate envelopes—one containing the Technical Proposal and the other the Financial Proposal—for the project listed below.
Eligible contractors and firms must be licensed by the Pakistan Engineering Council (PEC) in the relevant category and code, valid up to 30th June 2025.

Bid Opening: Bids will be opened on 19-06-2025, 30 minutes after the deadline, in the presence of the bidders or their authorized representatives.

Bidding documents can be obtained from the Office of the Executive Engineer, B&R Division, located near Eidgah Konodass, Gilgit, upon submission of:

Valid PEC registration and 2024–25 renewal fee receipt

CNIC

NOC certifying “No Sick Project” and “No Litigation”
A Treasury Challan confirming the payment for bidding documents (non-refundable) is required. Please note that no documents will be issued on the date of bid opening.

Technical bids must include the specified Bid Security from any scheduled bank in favor of the Executive Engineer, B&R Division, GB C&WD Gilgit.

Completed bids must be submitted to the Superintending Engineer, Circle Office, C&WD Gilgit, near Eidgah Konodass.

All terms, conditions, and qualification criteria are included in the Bidding Documents and Data Sheet.

As per GB PPRA Rules, only technically responsive bidders will be informed of evaluation results, and only their financial bids will be opened.

The competent authority reserves the right to accept or reject any or all proposals as per GB PPRA Rules 2022.
