Notice Inviting Tender

The Pakistan Airports Authority (PAA) invites sealed bids from eligible and qualified constructors for the following work:

Name of Work: Construction of Access Road at Hyderabad Airport
Bid Security: PKR 350,000/-
Bid Opening Date & Time: 19 August 2025 at 10:30 AM

Terms & Conditions

1. Eligibility:

   • Licensed constructors registered with the Pakistan Engineering Council (PEC) in Category C-6 or above.

   • Must have a valid/active NTN (National Tax Number).

2. Bid Submission:

   • Bids must be submitted electronically through the PPRA e-PADS portal (http://eprocure.gov.pk) as per the guidelines issued by PPRA.

   • The bidding will follow the Single Stage – One Envelope procedure under the Public Procurement Rules 2004 and the e-Pak Procurement Regulations 2023.

3. Bid Security:

   • The original bid security instrument (in sealed envelope) must be submitted at the time of bid opening.

   • A scanned copy must be attached with the online bid submission.

   • Bid security should be in the form of Pay Order/Bank Draft in favor of PAA Development.

   • Bids without valid bid security or with false documents will be rejected.

4. General Conditions:

   • Conditional bids that alter or limit the terms, specifications, or requirements in the bidding documents will not be accepted.

   • PAA reserves the right to reject any or all bids in accordance with PPRA Rule 33.

5. Warning:

   • Any fake or dishonored financial instrument submitted as Bid Security or Performance Security will lead to blacklisting and legal action as per applicable laws.
