Notice Inviting E-Bids via EPADS

Sealed electronic tenders are invited for the works listed below from government-approved contractors. These contractors must be registered with the Pakistan Engineering Council (PEC) and enlisted with the Communication & Works (C&W) Department of Khyber Pakhtunkhwa as per the current Centralized Enlistment Policy.

The bidding process will follow the Single Stage – Single Envelope procedure. The works are based on the 1st Bi-Annual MRS-2024 and non-MRS items.

Below is a summary of the specific sites and respective costs:

• Solarization Projects (Estimated cost per site ranges between 0.5 to 1.5 million PKR):

  • Markazi Imam Bargah, Parachinar

  • Mir Ibrahim Baba (Mir Been Baba) Imam Bargah

  • Imam Bargah Kirman Yousaf Khel

  • Sayed Shujaat Gul Doya

  • Kanday Abbas Ziyarat

  • Agha Badshah Ziarat

  • Neka Ziyarat, Shah Jee Khel Zeran

  • Markazi Imam Bargah Mola Kaly

  • Ziyarat Syed Arif Hussain Ali Hussaini & Imam Bargah Pewar

  • Imam Bargah Borki, Shukar Khel, Baliskhel, and others

  • Masjid and Imam Bargah Syed Hashim Jama

  • Protection walls at locations such as Zeran Khwar Sargala, Malana, Army Colony River, Shingak, Nastikot, Kunj Alizai

Each of these sub-projects includes the associated estimated cost and a 2% bid security requirement.

Terms and Conditions:

1. Tender Documents can be downloaded from the official EPADS portal after publication of the Notice Inviting Tender (NIT). The tender form must be neatly filled and scanned for upload during submission.

2. Hard Copies of the original tender form, bid security, and detailed rate analysis (if required) must be couriered to the Assistant Director LG&RDD HQ District Kurram before the submission deadline.

3. No overwriting, cutting, or manipulation will be accepted in any tender form. Discrepancies between online and hard copies will result in disqualification.

4. Rates must be quoted as a percentage above, below, or at par with the engineer's estimate.

5. Clarification requests can be submitted online until 5:00 PM on 16-06-2025.

6. All bid securities must be in the form of Call Deposit Receipts (CDRs) in favor of the Assistant Director LG&RDD HQ Kurram.

7. Contractors must possess valid PEC registration with relevant codes for solarization works.

8. For bids up to 10% below the estimate, only 2% bid security is required.

9. For bids between 10% to 20% below, an additional 8% security is required.

10. Bids more than 20% below must include:

    • The difference as additional security

    • A convincing detailed rate analysis
      If not, the bid will be considered non-responsive and bid securities will be forfeited.

11. The evaluation authority reserves the right to declare bids with unconvincing rate analysis as non-responsive, without forfeiture.

12. The contract may be offered to the next lowest bidder after evaluation, or the process may be re-advertised.

13. Bid securities must be dated after publication of this NIT and before bid submission deadline.

14. Work orders will be issued based on fund availability. Completion time will be specified in the work order.

15. In case of a tie/draw, the decision will be made through a free toss, which will be final.

16. False or incomplete information in bids, or failure to send hard copies, will lead to disqualification and blacklisting per KPPRA Act Section 29 and Rules 43-44.

17. Bids will remain valid for 120 days from the closing date.

18. Interested firms must be registered with EPADS to receive a unique username and password.

19. KPRA registration is mandatory under the Khyber Pakhtunkhwa Finance Act 2013.

20. Valid PEC and KPRA certificates must be attached with each bid.

21. Any amendments in this tender process shall be governed by KPPRA Act & Rules.

22. If law and order conditions in District Kurram deteriorate, documents will be accepted at the Assistant Director Office, Lower Kurram Tehsil, while bids will be opened at HQ Office.
