Invitation to Bid for Rehabilitation and Construction Works (FY 2024–25)

Sealed tenders are invited under the Single Stage – Two Envelope Procedure in accordance with SPPRA Rules 2010 (as amended) for the financial year 2024–2025 from experienced contractors, firms, or companies. Bidders must be registered with the Pakistan Engineering Council (PEC) under a valid license (valid through June 2025 or later), relevant to the required work category.

Project Title

Rehabilitation Work: This includes construction of retaining walls and stone pitching along both sides of the Ghotki Feeder Main Canal from RD-352 to RD-373, additional retaining walls from RD-70 to RD-72, and construction of a bridge at RD-69 of Dingro Wah in Mahesro Sub-Division.

Eligibility Criteria (Mandatory Requirements)

Applicants must submit the following:

1. Valid PEC Registration (up to June 2025 or beyond) with relevant codes.

2. Proof of at least three similar projects (equal or higher cost/scale) completed in the last three years, with completion certificates.

3. Numbered, signed, and stamped pages of the technical proposal.

4. Bid Security (5%) in the form of Pay Order/Bank Guarantee issued from the bidder’s own bank, in favor of Executive Engineer Ghotki Division (Irrigation).

5. Detailed biodata of professional, engineering, and technical staff.

6. Proof of average annual turnover equivalent to the cost of the project over the past 5 years.

7. Audited financial statements from an ICAP-registered firm for 2019–2024.

8. Income tax returns for the last 3 years (2021–2024).

9. Bank statements for the last 3 years (2021–2024).

10. List and ownership documents for machinery and equipment.

11. Valid NTN (Active FBR Status).

12. Valid SRB Registration (Active Status).

13. Judicial affidavit confirming no blacklisting or ongoing blacklisting proceedings.

14. Affidavit stating the firm is not involved in litigation or delayed/abandoned projects.

15. Proof of beneficial ownership (on judicial paper).

16. Fresh affidavit affirming the accuracy of all submitted documents. Any falsified or misleading information will result in blacklisting.

Submission Process

• Deadline: Submit both Technical and Financial Proposals in separate sealed envelopes by 12:00 PM on 24 June 2025.

• Opening of Technical Bids: Same day at 1:00 PM, in the presence of the bidders or their authorized representatives (with original CNIC and power of attorney).

• Only technically qualified bidders will be informed of the date for opening Financial Proposals.

• Proposals must be submitted as: One Original + Two Copies (Technical).

• Bids through courier must include original pay order and bid security.

• Tenders must be clear, complete, and free of overwriting. Rates should be written in both words and figures.

• All applicable taxes including SST will be deducted as per rules.

Tender Documents

• Can be collected from the office of the Executive Engineer, Ghotki Division (Irrigation) on working days up to 24 June 2025 (10:00 AM), upon written request and payment of non-refundable tender fee.

• Documents may also be downloaded from the official SPPRA portal.

General Conditions

• In case of a public holiday or force majeure on the submission/opening date, the process will be held on the next working day at the same time.

• The Procuring Agency reserves the right to accept or reject any or all bids as per SPPRA rules.

• Conditional, electronic, or telegraphic bids will not be entertained.

• Late or incomplete bids, or those lacking proper bid security, will be rejected.

• Bid validity: 90 days

• Submission of false/incomplete documentation may lead to disqualification.
