Rawalpindi Cantonment Board invites interested and eligible parties to participate in a public auction for the collection rights of parking fees from public transport vehicles—including vans, buses, minibuses, and Suzuki pickups—operating within the Rawalpindi Cantonment limits (excluding the Kohinoor Mills Point). This contract is for a one-year period, from July 1, 2025, to June 30, 2026.

The auction will be held on:

  • Date: June 16, 2025

  • Time: 11:00 AM

  • Venue: Office of the Rawalpindi Cantonment Board

If the auction cannot be conducted on this date due to any reason, it will be held again on June 17, 2025, and if necessary, a third time on June 18, 2025, at the same time and place.

Terms and Conditions

  1. Call Deposit Requirement:
    Each bidder must deposit a Call Deposit Receipt (CDR) of Rs. 2,500,000 (2.5 million) in favor of the Executive Officer, Rawalpindi Cantonment Board, along with a copy of their CNIC before the auction starts. Without this deposit, participation will not be allowed.

  2. Bid Payment Terms:
    The contract will be awarded on the basis of an annual bid, but the amount will be paid monthly. Final approval is subject to the decision of the Cantonment Board.

  3. Security Deposit:
    The successful bidder must immediately deposit one-fourth (¼) of the total bid amount as a security deposit. Failure to pay will result in cancellation of the bid, and the deposited CDR will be forfeited. This security amount will be returned only after the successful completion of the contract and will not be adjusted in monthly payments.

  4. Second Highest Bidder:
    The CDR of the second-highest bidder will be retained until final contract approval.

  5. Monthly Installments:
    The first monthly installment, based on the total bid amount, must be deposited within seven (7) days of the approval notice.

  6. Contract Agreement:
    The successful bidder must sign a formal agreement with the Cantonment Board at their own cost and have it registered with the Sub-Registrar. Work may not commence unless this agreement is signed. Failure to comply may result in cancellation and forfeiture of the security deposit.

  7. Default Clause:
    If the contractor defaults at any stage during the contract period, the contract will be re-auctioned. Any losses from a lower re-bid will be charged to the original contractor.

  8. Authorized Collection Points Only:
    Collection of parking fees is only allowed at designated points approved by the Cantonment Board. No vehicle may be charged more than once. A list of approved locations is available from the office. Any additional points require prior approval.

  9. Post-Dated Cheques:
    The contractor must submit post-dated cheques for each monthly installment, dated the 5th of every month. If a cheque bounces and the payment is not cleared by the 10th, the contract will be terminated and the security deposit forfeited.

  10. No Compensation for Non-Collection:
    The contractor will not be entitled to any compensation or relief for failure to collect fees, regardless of the reason.

  11. Blacklisted Firms Ineligible:
    Firms or individuals previously blacklisted or defaulted by the Board are not eligible to participate.

  12. Overcharging or Complaints:
    Any complaints of overcharging or misconduct may lead to fines or termination of the contract by the Board.

  13. Contract Cancellation Rights:
    The Cantonment Board reserves the right to cancel the contract on any breach of terms, with full forfeiture of all amounts paid by the contractor.

  14. Tax & Stamp Duties:
    Applicable income tax will be deducted as per government rules. Additionally, a 0.25% stamp duty on the total contract amount must be paid under the Punjab Finance Act 2018.

  15. Government Directives:
    The contractor must comply with any current or future government or departmental directives during the contract period.

  16. Additional Conditions:
