Eligibility Criteria

Interested bidders must fulfill the following requirements:

• Be licensed constructors registered with the Pakistan Engineering Council (PEC) in Category C-5 or above.

• Possess valid and active NTN (National Tax Number) and Professional Tax Certificates.

Submission Procedure

• Bids must be submitted electronically via the PPRA E-PADS portal at eprocure.gov.pk in accordance with the Public Procurement Rules 2004, E-Pak Procurement Regulations 2023, and other applicable procurement guidelines issued by PPRA.

• The bidding process will follow the Single Stage – One Envelope procedure.

Earnest Money Instructions

• A scanned copy of the original Earnest Money instrument (in the form of a Pay Order or Bank Draft) must be uploaded with the electronic tender on E-PADS.

• The original instrument must also be submitted in a sealed envelope at the time of bid opening.

• The Earnest Money should be made payable to PAA Development.

• Bids without Earnest Money or with false or misleading documents will be rejected.

Important Notes

• Conditional bids will not be accepted under any circumstances.

• Pakistan Airports Authority reserves the right to reject any or all bids, as permitted under PPRA Rule 33.

• Strict legal action, including blacklisting, will be taken if any bidder submits forged financial instruments (such as fake Pay Orders, Bank Drafts, or Bank Guarantees), whether at pre-bid or post-bid stages.
