Terms & Conditions

1. Contractors must register their firm on EPADS with all requisite details.

2. Bidding documents (Technical & Financial) are available immediately upon tender notice publication and can be accessed online.

3. Technical bids must strictly follow the technical evaluation criteria. Financial bids must quote rates both in figures and words and be signed as per instructions in the tender documents.

4. Only Technical Bids will be opened initially. Financial bids of technically responsive bidders will be opened later.

5. If the opening date falls on a public holiday, it will shift to the next working day.

6. Submission of e-bids (PDF format) is mandatory via EPADS under Regulation-6(4) of PPRA Regulations-2024.

7. Bid Security:

   • 5% of the estimated cost

   • In the form of a Bank Guarantee from a scheduled bank in Pakistan

   • In favor of Lahore Development Authority

   • Must remain valid for at least 30 days beyond bid validity deadline.

8. Original bid security must be submitted in the office of the undersigned before the submission deadline. Failure to do so will result in disqualification.

9. Conditional, incomplete, or postal/telegraphic bids will not be entertained.
