Directorate of Education (Colleges), Rawalpindi Division, Rawalpindi invites sealed bids for the procurement of revenue items to be used in colleges across the division.

Instructions for Bidders

1. Eligible Bidders: Bids are open to firms registered with Income Tax and Sales Tax departments.

2. Bidding Documents: These can be downloaded free of cost from the websites of PPRA Punjab and Punjab's e-Procurement System (e-PADS).

3. Bidding Procedure: The procurement will be conducted under the Single Stage – Two Envelopes method in accordance with the Punjab Procurement Rules 2014 (Amended).

   • Submit both technical and financial proposals electronically via e-PADS by 13th May 2025, 11:00 AM.

   • Bids will be opened the same day at 11:30 AM in the presence of bidders or their authorized representatives.

4. Bid Security: A fixed bid security amounting to PKR 100,000 must be submitted in the form of a Bank Guarantee, CDR, Pay Order, or Demand Draft in favor of the Director of Education (Colleges), Rawalpindi Division.

   • Attach a photocopy of the bid security with both the technical and financial bids.

   • The original bid security must be submitted physically at the Directorate’s office before the submission deadline.

   • Bids without proper security documentation will be considered non-responsive and rejected.

5. Other Terms:

   • The Directorate shall not bear any expenses related to the preparation or submission of bids.

   • Items will be handed over directly to the concerned College Principal or Project Director.

   • If the opening date falls on a public holiday, the next working day will be considered the valid date for submission and opening, with the same time and venue.

6. General Notes:

   • All evaluations, submissions, and awarding processes will be conducted in accordance with Punjab Procurement Rules 2014.

   • In case of a discrepancy between the bidding documents and procurement rules, the rules shall prevail.

   • Separate bids must be submitted for each tender by interested bidders.
