District Education Authority (DEA), Hafizabad, invites e-bids from qualified manufacturers, authorized dealers, distributors, firms, companies, and sole proprietors for the supply, installation, and associated services of desktop computers for IT Labs in selected schools across District Hafizabad. The procurement process will be conducted via the e-Punjab Acquisition and Disposal System (e-PADS), as per the Punjab Procurement Rules 2014 (amended to date).

Instructions to Bidders

1. Eligibility:
   Bidders must be registered with relevant authorities and tax departments, including Income Tax, Sales Tax, and Punjab Sales Tax authorities. Only manufacturers, distributors, authorized dealers, and established firms or sole proprietors are eligible to participate.

2. Bidding Procedure:
   The procurement will follow the Single Stage - Two Envelope bidding procedure:

   • The Technical Proposal and Financial Proposal must be submitted separately through e-PADS.

   • Bids must be submitted no later than 15th May 2025 by 11:00 AM.

   • Bids will be opened electronically on the same day at 11:30 AM.

3. Bid Security:
   All participating bidders must submit a bid security equivalent to 2% of the estimated amount, i.e., Rs. 468,000.

   • Bid security must be deposited physically at the office of the Chief Executive Officer, District Education Authority, Hafizabad.

   • Accepted forms include Call Deposit Receipt (CDR), Bank Guarantee (BG), Pay Order, or Demand Draft in favor of the Chief Executive Officer (DEA), Hafizabad.

   • Without the submission of the original bid security before the closing time, the bid will not be considered.

4. Availability of Documents:
   Bidding documents can be freely downloaded from the following platforms:

   • Punjab Procurement Regulatory Authority (PPRA) website.

   • e-Punjab Acquisition and Disposal System (e-PADS).

5. Additional Information:

   • No tender fee is required for downloading the bidding documents.

   • Late bids or bids submitted manually (by hand or courier) will not be entertained.

   • The DEA reserves the right to accept or reject any or all bids in accordance with the relevant procurement rules.
