Executive Engineer, Balloki Headworks Division, invites online bids from eligible contractors and engineering firms for various civil works to be carried out in Districts Nankana Sahib, Kasur, and Okara. The bidding will follow the Single Stage – One Envelope procedure under the Punjab Procurement Rules 2014 (amended) and the 2nd Bi-Annual Market Rate System (January 1 to June 30, 2025).

Details of Works

Eligibility Criteria

• Only firms/contractors registered with the Pakistan Engineering Council (PEC) in the relevant category and code, enlisted with the Punjab Irrigation Department, and registered with the Punjab Procurement Regulatory Authority (PPRA) are eligible.

• Valid PEC license (2024–25), enlistment/renewal with the department, CNIC, professional tax receipt, and registration with the Punjab Revenue Authority (PRA) must be submitted along with the bid.

• All bidding documents and tender details are available for registered contractors on the e-Punjab Acquisition and Disposal System (e-PADS) and PPRA Punjab websites, free of cost.

Submission Guidelines

• Bids must be submitted electronically via e-PADS by 17th May 2025 up to 12:00 PM.

• Original bid security (CDR or Bank Guarantee in favor of Executive Engineer, Balloki Headworks Division) must be submitted in person along with a photocopy of the PEC license on the same day.

• Manual submissions will not be accepted under any circumstance.

Opening & Evaluation

• Bids will be opened on 17th May 2025 at 12:30 PM at the office of the undersigned in the presence of bidders or their representatives.

• Successful bidders will be required to:

  • Submit a 10% Performance Guarantee from a scheduled bank.

  • Sign a contract agreement within 7 days of the acceptance letter.

  • Provide an execution schedule within 7 days of acceptance.

  • Mobilize to the site within the stipulated timeframe.

General Conditions

• All bidders must familiarize themselves with the site and work conditions before bidding.

• Bids that are incomplete or conditional will be considered non-responsive.

• The procuring agency reserves the right to reject any or all bids without assigning reasons as per Rule 35 of PPRA Rules 2014.

• Field tests to ensure material quality will be conducted at the expense of the successful bidder.

• Payment will be made as per actual work done, subject to availability of funds and verification by M&R TPM consultants or relevant agency.

• Delays in payment due to funding issues will not entitle the contractor to claim interest.
