University of Layyah invites electronic bids (e-bids) from eligible vendors, including firms, companies, sole proprietors, general order suppliers, and service providers. Joint ventures (if applicable) are also welcome to participate. Bidders must be registered with relevant regulatory and tax authorities (including Income Tax, Sales Tax, and Punjab Sales Tax).

Contracts will be awarded separately for each lot, and therefore, bidders are required to submit separate bids for each lot they wish to participate in. The procurement process will follow the Single Stage Single Envelope procedure as per the applicable procurement rules.

Key Instructions for Bidders:

1. All bids must be submitted electronically via the Punjab Government's e-Procurement platform (EPADS).

2. Each bid must include a Bid Security equal to 5% of the estimated price for that lot. The security should be submitted in favor of “Treasurer, University of Layyah” and can be in the form of a Call Deposit Receipt (CDR), Bank Guarantee, Demand Draft, or Pay Order.

3. Bids submitted after the deadline will not be considered under any circumstances.

4. The original Bid Security document must be submitted in a sealed envelope, clearly marked with the tender title and number, and delivered to the Procurement Office, University of Layyah, City Campus, Kachehry Road, Layyah before the e-bid submission deadline.
