District Council Layyah invites sealed bids through the e-Punjab Procurement System (e-PADS) for the Improvement and Rehabilitation of the Metalled Road from Chak No. 222/TDA towards MM Road, within the jurisdiction of the District Council Layyah.
The bidding process will follow the Single Stage – Single Envelope procedure as outlined in the Punjab Procurement Rules (PPRA) 2014 (amended to date). This opportunity is open to all eligible contractors, firms, and manufacturers registered with PPRA and e-PADS.

Eligibility & Requirements
Interested bidders must:

Be registered with PPRA and the e-PADS system of the Government of Punjab.

Complete the online registration by submitting the required information on the e-PADS portal.

Download the detailed bidding documents free of cost from the e-PADS platform.

Prepare and submit their bids strictly as per the instructions mentioned in the bidding documents.

Upload a scanned copy of the bid security via e-PADS and submit the original Call Deposit Receipt (CDR) in the office of the District Council Layyah before the deadline.
Additional Conditions
-
If the lowest bid is more than 5% below the estimated cost, the bidder must deposit the difference amount as Quality Assurance Security within 15 days of bid opening.

Any bidder providing false information, fake bid security, or fake deposit slips will be disqualified under PPRA Rules and barred from future tenders. Legal action may also be initiated through relevant authorities such as PEC and PPRA.

The District Council Layyah reserves the right to reject any or all bids before the final approval of the tender.

Once a bid is accepted, the successful bidder must sign a formal agreement with the department on official stamp paper (as per government-prescribed value) within seven days to receive the Work Order.
