The Punjab Cattle Market Management & Development Company (PCMMDC), Multan Division, invites technical and financial proposals for a framework contract concerning the procurement and installation of electric poles, lights, wire, and other related electrical materials at Model Cattle Market Jungle Jaswant Garh, Multan.
This procurement will be conducted under the Punjab Procurement Rules 2014, using the Single Stage – Two Envelope Bidding Procedure. Proposals are invited from eligible and registered companies, firms, or individuals through the E-PAD Acquisition and Disposal System (E-PADS).

Instructions for Bidders

Bid Submission:

Submit signed and stamped technical and financial bids electronically via the E-PADS portal.

Deadline: May 5, 2025, by 11:00 AM.

Manual submission will not be accepted.

Bid Opening:

Technical Proposals will be opened on the same day, May 5, 2025, at 11:30 AM, at the PCMMDC office located at Model Cattle Market, Jungle Jaswant Garh, Multan.

Financial proposals will only be opened for technically qualified bidders on a later date, to be announced.

Bid Security:
-
A 5% bid security of the estimated cost must be submitted in original as Pay Order or CDR, in favor of Punjab Cattle Market Management & Development Company - Multan Division.

This should reach the procuring agency office at least 30 minutes before the tender opening time.

Financial Proposal:

Should include all applicable taxes.

Eligibility:

Bidders must hold valid Income Tax (NTN) and Sales Tax (STRN) registration certificates.

Disqualification:
-
Submission of fake documents, false information, or forged bid securities will result in immediate disqualification, blacklisting, and formal reporting to PPRA for legal action.

Other Conditions:

Incomplete proposals will not be considered.

Bids must remain valid for 90 days from the closing date.

In case of a public holiday on the bid opening date, proceedings will be held on the next working day at the same time and venue.

The procuring agency reserves the right to reject all bids before acceptance, as per PPRA Rules 2014.

Issuance of a purchase order and procurement of materials is subject to budget approval.
