E-Tendering Invitation

The Communication & Works Department, Buildings Division No. 2 Gujranwala, invites electronic bids (e-tenders) for the execution of development schemes as listed below. The tendering process will be conducted through the newly implemented Electronic Procurement System (EPADS), as per the directive issued by the Government of the Punjab vide notification dated 10-07-2024.

All contractors registered with the Pakistan Engineering Council (PEC) under the relevant category are eligible to participate in the e-procurement process. The entire procedure will be strictly governed by the Punjab Procurement Rules 2014, along with its latest amendments.

Terms and Participation Requirements:

1. Contractors must be registered on the EPADS system by submitting their company information as required.

2. Once registered, contractors meeting the eligibility criteria can submit bids for the projects listed below.

3. Bid security (Call Deposit Receipt or CDR) amounting to 5% of the estimated cost must be obtained from any scheduled bank. A scanned copy must be uploaded on the EPADS platform, and the original CDR must be submitted in person at the office of the undersigned before the deadline.

4. Bidders must quote item-wise rates on the Bill of Quantities (BOQ) and submit their bids electronically only. Manual submissions will not be accepted.

5. Bids must be submitted online no later than 01:00 PM on May 14, 2025. Bids will be opened the same day at 01:30 PM in the office of the Superintending Engineer, Buildings Circle No. 2, Gujranwala.

6. Failure to submit the original CDR by the specified deadline will result in automatic disqualification of the bidder.

7. Submission of false or misleading information, or forged documents (including fake CDRs), will lead to disqualification and legal action. Offenders will also be blacklisted from future participation.

8. The successful bidder will be required to provide a performance guarantee of up to 10% of the contract value within 15 days of tender opening. This must be in the form of a CDR or Bank Guarantee from a scheduled bank. Failure to comply will result in cancellation of the award and forfeiture of the bid security.

9. The procuring agency reserves the right to reject any or all bids without being obligated to justify the reasons.

10. All bidding documents and additional details are available to registered users on the EPADS platform and the Punjab PPRA website.

Important Notes:

• Any recovery against old material will be adjusted manually due to ongoing system upgrades.

• If the submission date falls on a public holiday, the next working day will be considered the deadline.

• For any disputes or grievances, a Grievance Redressal Committee (GRC) has been constituted under the authority of the Secretary, Communication & Works Department, Lahore.
